Learning to consult
The first stage of TDG development gathers people who recognize that democracy is failing and cannot be repaired. They have decided to work to replace that democracy. I estimate a nation will only need 1% of its citizens to be thinking and working in this way to start the TDG off.
The first task is building a local TDG constitution. Each local TDG will be writing its own document. These constitutions give the rules for electing the executive committee and defining the relationship between that executive committee and the general TDG membership.
While writing this constitution, the early builders will be practising and enhancing their skills for consultative decision making.
When the constitution is finished, the first election should be held. The early builders need to remind themselves that voting should be based on good character and capacity for governance.
Some early builders will be elected to the executive committee. Others will not; they should prepare for that possibility and serve their TDG when it calls for them.
From that first election, the constitution is likely to be amended.
The executive committee should start looking at adjacent TDGs start merging negotiations. Both amending and merging are more practice for TDG governance.
The TDGs should refrain from commenting on social issues. Rather they should focus on governing itself — and making that process better. They are still learning how to make consultative decisions. Providing the better societal directions will come later.
